SHRA offers assistance for home repairs to low-to-moderate income owner occupants of single family homes within the City and County of Sacramento. An initial energy audit of the home is performed, and then the partner family volunteers for a minimum of eight hours – usually split between working on façade improvements and the exterior of the home, as well as insulation and other repairs to the interior.

City Council president Darrell Clarke proposed that the revenue raised from the modest increase should go toward funding three Philadelphia Housing Development Corporation (PHDC) programs : The Basic Systems Repair Program (BSRP), Adaptive Modifications Program (AMP), and Weatherization Assistance Program (WAP).
A R&R loan can be used to pay for repairs and improvements that increase the basic livability of the home, including additions and construction, that makes the home safer, more energy efficient, or more accessible to people with disabilities or people who are elderly.
